The MoF delivered the fiscal statistics of consolidated general government for Q1 of this year. Although the preliminary data indicate a mild deterioration on a yearly level, the data are not alarming due the fact that the reduction in government spending in Q1 2016 was conditioned by temporary financing and later by the period in which the technical government was restricted by law regarding the amount and structure of budget expenses. Namely, according to the national methodology (based on the so-called monetary principle national methodology which is not fully comparable with the ESA2010 in terms of different accounting principles and unit coverage as well), the Q1 data showed consolidated general government deficit increased slightly to 2.7% (compared to 2.0% in the same period last year). The revenue growth by 2.4% yoy was primarily driven by increase of the most generous tax income, VAT (+3.3% yoy). Furthermore, increased revenue from profit tax by 5.4% may suggest companies has increased their profitability. However, stronger revenue growth has been mitigated by falling income tax revenues which is probably the result of the recent tax reform. Furthermore, with a 3.9% yoy increase on the expenditure side, contribution to fiscal deficit growth came from an increase in the employee compensation expense (1.9% yoy), while significant growth was recorded in the category of subsidies, primarily due to the payout dynamics in the observed category as these are mainly realized in the first quarter of the year, and finally from lower interest expense, which amounted to HRK 3.4bn. In addition to their 5.7% annual decline, the primary surplus continued to record surplus. Thus, the primary surplus in the Q1 2017 stood at EUR 1.2 bn (1.5% of GDP). However, the continuation of positive economic indicators suggests that revenues should be at least consistent with the planned figures. In terms of 2017 fiscal forecast we stick to our cautious stance and expect fiscal deficit to deepen this year, mainly due to the increase on the expenditure side. Still, it should remain at levels below 2% of GDP, with the surplus in primary balance for the third year in a row.
