On yesterday’s session the government adopted the economic and fiscal policy guidelines for the period 2018-2020. The guidelines are important as a basis for making the state budget. Although the presented macroeconomic
and fiscal figures look realistic they do not represent any crucial turnover in terms of stronger structural changes on the expenditure side. However, after this years expected +3.2% real GDP growth, in 2018 GDP real growth rate is set at +2.8% primarily based on projected contribution from domestic demand, positive growth of exports and raising gross fixed capital formation as a consequence of favorable economic trends, further growth in business optimism and stronger inflows from EU funds.
Due to expected continuation of fiscal adjustment i.e. lowering the consolidated general government deficit to the level of 0.8% of GDP in 2018 (from projected -1.3% in 2017), government contribution to GDP growth is set to
be subdued. Beside we have once again missed the stronger expenditure side adjustment and structural policy measures, still we do not exclude that the government will start with structural measures as soon as it perceives the real possibilities and defines clear goals.
It is important to note that the Government, in this macroeconomic framework, also included projections of Agrokor’s crisis effects on the domestic economy. Under the assumption of successful restructuring of the Group, adverse impacts on economic activity in the forthcoming period will only show mild intensity, and more pronounced in 2018. However, they emphasized that the final outcome of the Agrokor restructuring and the survival and performance of certain companies within the Group are still characterized by a high degree of uncertainty in the medium term.
